Here, she honed her expertise in financial strategy within the retail financial advisory market. Her career began at JPMorgan Chase, where she spent over 15 years. Ms. Brown’s roles evolved from Vice President in the consumer and business banking Treasury division, focusing on model analytics, to leading multi-year forecasts in the consumer banking financial planning and analysis division.
Ms. Brown is a distinguished alumnus of the University of Washington Foster School of Business, where she earned both an executive MBA and a bachelor’s degree in Business Administration with an emphasis in Accounting. Her academic and professional journey underscores her dedication to financial leadership and excellence in service of Wilshire's mission.
Chip Castille is the Head of Product Strategy at Wilshire, where he spearheads the development and management of a diverse portfolio of products and solutions across the firm's varied business lines. Returning to Wilshire in 2024, Mr. Castille brings over 30 years of experience as a pioneer in the wealth and retirement sector. He previously founded Goal Based Investors, an innovative platform connecting retail investors, RIAs, and investment managers.
Before this, Mr. Castille led the defined contribution business at BGI, which was later acquired by BlackRock, where he invented the first cost of retirement index, CORI, and developed the award-winning iRetire strategy. His earlier tenure at Wilshire includes serving as Managing Director and Chief Investment Officer of Wilshire Funds Management, where he developed a robust multi-asset, multi-manager investment platform.
Throughout his career, Mr. Castille has been instrumental in driving innovation and excellence in investment solutions. He is committed to aligning Wilshire’s offerings with the evolving needs of institutional investors and financial intermediaries. He earned a bachelor's degree in Journalism from Louisiana State University and an MBA from Loyola University New Orleans, underscoring his dedication to combining strategic insight with operational expertise.
Sandy S. Choi serves as Managing Director, General Counsel, and Head of Compliance at Wilshire, bringing over 20 years of expertise in legal, regulatory compliance, and investment execution. Joining the firm in June 2023, Ms. Choi plays a vital role in guiding Wilshire’s legal and compliance strategies.
Previously, she was General Counsel and Interim Chief Compliance Officer at Cercano Management LLC, where she established the legal framework for a newly registered advisor backed by the estate of Paul G. Allen. Before Cercano, Ms. Choi was Senior Managing Director at Guggenheim Investments in Santa Monica, holding positions such as Co-Head of Institutional Compliance and Senior Regulatory Counsel. She was also instrumental as a strategic advisor to the Office of the Global CIO. Her career spans significant roles at Fortress Investment Group and Tower Research Capital LLC in New York.
Ms. Choi commenced her career at Willkie Farr and Gallagher LLP, and Milbank Tweed Hadley & McCloy LLP, after earning a bachelor’s degree in History from Brown University and a J.D./M.I.A. from Columbia University. She is a Fulbright scholarship recipient, reflecting her commitment to excellence and leadership in the legal and investment sectors.
Scott Condron serves as a Senior Advisor at Wilshire, offering strategic support to the executive team on key initiatives. Prior to this role, he was the Chief Operating Officer, overseeing Wilshire’s corporate, risk, operational, legal, and people functions, ensuring a consistent client experience through a robust controls framework. An active angel investor and advisor, Mr. Condron is a board member for several fintech start-ups in the United States and United Kingdom Joining Wilshire in 2021, he brought over 30 years of experience in financial technology innovation.
Mr. Condron retired from BlackRock in January 2020, after an 18-year career in senior roles such as Aladdin® Chief Architect, Chief Software Engineer, and Chief Technology Officer. Most recently, he was the Managing Director of Aladdin Wealth Tech, focusing on data-driven sales solutions for the U.S. wealth advisory sector. Earlier in his career, he held positions in capital markets and derivatives product strategy at Republic National Bank of New York, Mercadien Capital, and Drexel Burnham Lambert.
Mr. Condron graduated from the Rochester Institute of Technology in 1987 and currently serves on the President's Leadership Council for RIT.
Josh Emanuel serves as the Chief Investment Officer of Wilshire Advisors, where he oversees the firm’s comprehensive investment activities, including asset allocation, investment strategy, manager research, portfolio management, and quantitative alpha research. As chair of the Wilshire Investment Committee, he plays a pivotal role in steering the firm’s investment direction.
Rejoining Wilshire in 2015, Mr. Emanuel brings 20 years of industry experience to his role. From 2010 to 2015, he was the Chief Investment Officer at The Elements Financial Group, LLC (TEG), where he crafted and managed outcome-oriented investment strategies and exchange-traded funds. His earlier tenure at Wilshire, from 2004 to 2010, saw him in key positions, including Head of Manager Research, Head of Strategy for Wilshire Funds Management, and Co-Chairman of the Wilshire Funds Management Investment Committee. Prior to 2004, Mr. Emanuel was responsible for international manager research at Jeffrey Slocum & Associates, Inc.
He holds a bachelor’s degree in Finance from the University of Pittsburgh and is a Chartered Financial Analyst. Leah Emkin serves as the Chief Client Officer of Wilshire, where she leads the firm's client solutions and marketing efforts. As a member of the Wilshire Executive Committee, she plays a pivotal role in shaping the firm's strategic direction. Ms. Emkin co-founded the Wilshire Gender Diversity Awareness Committee, demonstrating her commitment to fostering inclusivity within the organization.
Since joining Wilshire in 2008, Ms. Emkin has consistently advanced the firm's client-focused initiatives, ensuring a seamless integration of marketing and client engagement strategies. Jason Hubschman
Co-Chief Operating Officer & Co-Head of Alternative Managed Accounts
Jason Hubschman serves as the Co-Chief Operating Officer at Wilshire, driving growth and operational excellence across the firm. As Co-Head of Alternative Managed Accounts, he collaborates with leadership to enhance scale and efficiency. A member of Wilshire’s global leadership team, Mr. Hubschman also contributes to both the Operating and Alternatives Oversight Committees.
He joined Wilshire in December 2023 following the Lyxor U.S. acquisition. At Lyxor U.S., Hubschman was Chief Operating Officer and Head of Products and Solutions. Before Lyxor, he held key roles at Deutsche Bank Group, including leading the global investment solutions team and structuring alternative investment and risk premia solutions. Mr. Hubschman also headed product development in the quantitative risk solutions group at Deutsche Asset Management, co-founding the firm’s alternative risk premia investment platform. Earlier, he led platform management for ABN AMRO’s retail structured products group.
Mr. Hubschman began his career as an associate in structured finance and derivatives at Weil, Gotshal & Manges, LLP. He holds a bachelor's degree in Political Science from SUNY Albany, an MBA from the Zicklin School of Business at Baruch College, and a J.D. from New York Law School.
Jason Schwarz is the Chief Executive Officer of Wilshire Advisors, where he provides strategic leadership and operational oversight for the firm’s global investment solutions and analytics businesses. Since joining Wilshire in 2005, Mr. Schwarz has held numerous senior executive roles, playing a critical role in building and expanding the firm’s business with a particular focus on wealth management, retirement solutions, and retail alternatives. Throughout his tenure, he has been dedicated to ensuring consistency with Wilshire’s core mission while driving disciplined, sustainable global growth.

Erin Simpson is the Managing Director at Wilshire, where she leads the operations and risk management team. A key member of Wilshire’s Executive and Investment Oversight Committees, she also chairs the Operating Committee. With extensive expertise in risk management and portfolio construction in the alternative assets industry, she is instrumental in shaping the firm's strategic initiatives.
Since joining Wilshire in 2013, Ms. Simpson has leveraged her skills to enhance risk management frameworks and refine operational efficiencies. Before her tenure at Wilshire, she contributed significantly at Merrill Lynch’s hedge fund development and management group, focusing on risk analysis and the development of innovative risk reporting systems. Her leadership extended to Risk Fundamentals, a software company spun off from Merrill, where she served as the executive vice president. Previously, she was a risk analyst at Kenmar Global Investments.
Her career also boasts a chapter with NASA at the Space Telescope Science Institute, where she specialized in space science and astronomical research. Ms. Simpson’s academic credentials include a bachelor’s degree in Astrophysics from Yale University and a master’s degree in Information and Telecommunication systems from Johns Hopkins University. Andy Stewart is Wilshire’s Executive Chairman. He joined the firm in January 2021, serving as Chief Executive Officer until May 2025.
As an industry partner at Motive Partners, a next-generation fintech investment firm, he led Motive’s investment in Wilshire. Mr. Stewart also serves as a board member of With Intelligence. Previously, he was the Executive Chairman of Global Shares a global provider of equity compensation management solutions for companies and their employees, which was successfully sold to JPMorgan in 2022. He also served as Chairman of the Board and Advisory Board member of Finantix (now part of InvestCloud), a firm specializing in technology for banking and insurance companies.
Previously, Mr. Stewart co-led Blackrock’s Alternative Investment Platform (BAI) and chaired the BAI Executive Committee; he also worked as Managing Director and Head of Liquid Alternatives at Credit Suisse and was President and Chief Operating Officer at Man Investments.
Mr. Stewart earned his Doctor of Law (JD) from Indiana University and a bachelor’s degree from the University of California. He holds the Chartered Alternative Investment Analyst designation.
Hanna Valva is the Chief Technology Officer and Co-Chief Operating Officer at Wilshire, where she collaborates closely with leadership to drive the firm's growth, scalability, and efficiency. As a key member of the Global Leadership Team and chair of the Enterprise Risk Committee, she plays an integral role in shaping Wilshire's strategic direction.
Before joining Wilshire in 2022, Ms. Valva held prominent technology leadership roles at leading financial services firms, including BlackRock and the NYSE/Pacific Coast Stock Exchange. She brings a wealth of experience in information technology, software development, risk management, and data protection, with a deep understanding of technology systems and risk mitigation strategies.
